BULLETIN BOARDS/NOTICES
Important notices relating to the use of the library are posted on bulletin boards located throughout the library. Library users should check boards frequently for such notices. Some bulletin boards may also be used for posting news or items of special interest. All posting is done by the library staff; outside use of official library bulletin boards is prohibited.

CARRELING
The carreling of books and other library materials is permitted only with the permission of a Reference Librarian. All requests to carrel materials must be made while a Reference Librarian is on duty; other library staff members may not give carreling permission. The librarian will issue a carreling card with a time limit of 96 hours; this card must be displayed with the material. Such finding materials as indexes, digests, and citators may not be carreled. The library reserves the right to recall materials from a carrel. No other requests to forego reshelving will be honored.

CIRCULATION
The majority of the law collection, considered to be reference/research-related, does not circulate outside of the library. Such materials as reference books, looseleaf services, periodicals, books in series (reporters, etc.), form books, citators, microforms, books with supplements, and books marked as non-circulating may be used freely within the library, but may not be checked out. In special circumstances, a reference librarian may make an exception.

This chart indicates the normal loan periods for circulating materials for most users. Any item may be marked with an exception to the normal loan period and/or the in-library usage restriction:

*The ID accepted as the Law Center card for each category of user is held with the charge card when these materials circulate. Law Center students and staff use a currently validated Touro Law Center ID card; Touro alumni use Alumni Association membership cards, members of the bench and bar use the Touro Law Center Friends of the Library Association cards; law students from other law schools use a currently validated ID from their schools; members of the greater Touro community should use the currently validated Touro ID from their schools; Limited Visitors may use the permission letter from the Head Law Librarian's Office. Approval to use alternate ID until the correct ID can be obtained, if appropriate, can be made by a professional librarian or a member of the library supervisory staff. A driver's license may not be used as an ID for purposes of charging out library materials

CIRCULATION RENEWALS/RECALLS
Regular circulating materials may be repeatedly renewed unless another person has requested the item. Judaica materials may be renewed only once. Extended Reserve materials and audio/visual materials may not be renewed for 48 hours. Reserve items may ordinarily be renewed unless another person has requested an item, but some reserve items may have special renewal instructions; these should be indicated on the charge card pocket or charge card. Renewals must be made in person. Any outstanding fine for an overdue book must be paid before renewing.

The library reserves the right to recall any item.

CIRCULATION FINES AND LOST BOOKS
Fines are imposed to help ensure equal access to library materials for all users. It is the borrower's responsibility to know when materials are due and to return materials on time. The library does not send weekly overdue notices. Notices will be sent after periodic record checks or when another person requests an item that is overdue. All fines must be paid in full upon return of an item. Appeals of fines may only be made in extraordinary circumstances; the fine must be paid before the appeal is made. Any appeal must be made in writing to the Head Law Librarian. A copy of the written receipt of the fine payment must accompany the appeal. Failure to return materials and pay fines will result in a notice being sent to the Office of the Registrar.

The fine for regular circulating material is $0.10 per day.
The fine for Reserve materials (including audio/visual items and equipment) is $0.25 per hour ($6.00 per day).
The fine for Extended Reserve materials is $1.00 per day.
The maximum fine for books is $40.00; the maximum fine for audio/visual materials is $30.00.
Lost items must be reported to a staff member at the Circulation Desk. The charge for a lost item is the cost of the item, a $12.00 processing fee, and any outstanding fine through the date that the loss was reported. If an item is out of print, or if the cost cannot be determined, a flat fee of $65.00 is charged.

COMPUTER AND NETWORK ACCESS/PRINTING
The computers in the library are part of the Law Center network. The Computer User's Guide and the library Computer Lab Guides may be used to answer many questions about computer use. The Law Center Internet Policy governs use of the internet at the Law Center.

Users must log in to the network through a user name and password. Law Center students, faculty, administration, and staff have unique logins, verifiable through the IT Department. All other persons should go to the Circulation Desk in the Main Reading Room to request permission to use a guest login.

Each student can print 250 free pages per semester on the network printer; after these pages are used, a student can buy 150 additional pages for $10.00, or 350 additional pages for $20.00. Payment is by check or cash only, and the purchase must be made at the Circulation Desk in the Main Reading Room of the library. To verify the status of a print account, click on the Check print limits icon on the desktop. Disputes about the status of a print account are referred to the IT Department. There are no print limits or charges for the LexisNexis or Westlaw stand-alone printers. Organizations and research assistants may be eligible for extended print limits; such extensions are handled by the IT Department, not the library. Visitors should inquire about print limits at the Circulation Desk in the Main Reading Room of the library.

Library users are responsible for picking up print jobs in a timely manner.

COMPUTER-RELATED PROBLEMS
The library staff provides paper and toner cartridges for all the printers in the Library. In addition, some library staff members can assist users with minor problems relating to access or with locating various computer programs.

The IT Department (Room 107) is responsible for all major problems relating to network access, connection problems, computer failure, inability to print (excepting the LexisNexis and Westlaw stand-alone printers), failure of a diskette to upload or download properly, and student, faculty, administration, and staff logins. A reference librarian can help with print failures from the LexisNexis and Westlaw stand-alone printers.

Law Center students needing passwords for LexisNexis and Westlaw should check with the student representatives for each service. Their names and office hours are posted inside Room 104 and on the web sites for each service. The Westlaw and LexisNexis hot line phones in Room 104 may be used for research assistance or for requests to re-send print jobs. These phones should never be used for problems regarding failure to connect to Westlaw or LexisNexis; such problems should be referred to the library staff or to the IT Department, as appropriate.

Use of any educational LEXIS or WESTLAW password for other than the intended purpose is a violation of the subscription contracts, a violation of the library rules, and possibly state and federal law. Inappropriate use at the Law Center or elsewhere will be fully investigated.

EATING, DRINKING, AND SMOKING
Food is prohibited in all public areas of the library. Beverages are permitted in sturdy, spill-proof containers (no styrofoam, paper, or soft plastic cups). Smoking is prohibited in all areas of the library.

FIRE ALARMS
When a fire alarm sounds, all library users must immediately leave the library through the nearest fire exits and move to a safe distance away from the building. No one should re-enter the building until an all-clear announcement has been given.

LAPTOPS AND OTHER NOISY EQUIPMENT
Laptops may be used in all designated talking rooms, as well as in the Main Reading Room, the Media Center, and the Bridge. Tape players without earphones may be used only in the designated talking rooms. Cell phones should be used in the hallways only.

LOST & FOUND
All items of personal property left in the library are turned over to the Security Department located in the Receptionist's Office near the main entrance to the Law Center.

PAGING/MESSAGES
The library will not page users or take messages for users except in extreme emergencies.

PERSONS WITH SPECIAL NEEDS
Students with special needs are encouraged to inform the Head Law Librarian's Office of those needs, so that accommodations can be made and appropriate equipment can be acquired, as warranted.

RESHELVING
All library users are required to properly re-shelve all the non-reserve materials they have used before leaving the library.

SECURITY OF POSSESSIONS
The library cannot take responsibility for personal items left unattended. In addition, users are responsible for materials charged out to them; these items should also not be left unattended.

SECURITY OF THE COLLECTION
The library reserves and exercises the right to inspect all bags, briefcases, backpacks, purses, parcels, and outer clothing of persons entering, leaving, or passing through the library. All persons passing the Library Security Desk must present their belongings for inspection if requested. If the alarm on the library theft detection system sounds, persons passing through the system must go to the Library Security Desk and follow all instructions. Failure to do so is a violation of library rules.

SUGGESTIONS
Library users may make suggestions through the Touro Libraries Catalog. Click on Suggestions… at the welcome screen. When using the telnet version, select I (Library Information) from the Welcome screen. From the Library Information screen, choose S.

UNAUTHORIZED REMOVAL/MUTILATION/HIDING OF LIBRARY MATERIAL
Persons found removing, mutilating, or hiding library materials are subject to all applicable civil and criminal sanctions in addition to the Law Center's disciplinary procedures as outlined in the Code of Conduct.

VISITORS
All visitors (alumni, members of the Friends of the Library Association, law students from other schools, persons from other Touro schools, limited visitors, and depository users) must present appropriate identification if requested. Visitors' privileges are granted to individuals (except for firm memberships in the Friends), and letters, cards, or passes should not be lent to others, nor should visitors bring friends absent special permission of the Access Services Librarian or the Library Director. Visitor status may be revoked at the discretion of the Library Director.

Alumni do not have access to LexisNexis or Westlaw and are not permitted to charge books out of the library absent special permission of the Library Director. The basic membership in the Friends of the Library Association does not include circulation privileges or access to Westlaw; these options may be available at a higher level of membership. Visiting law students may not charge books out of the library. Members of the greater Touro community do not have access to LexisNexis or Westlaw. In addition, circulation and some other privileges may be restricted. Members of the public may not access LexisNexis or Westlaw, nor may they charge materials out of the library. The Library Director should be contacted for questions regarding privileges.
