62 THE TO URO LAWYER FALL 201 5 FA C U LT Y N OT E S provisions of both codes that have been impacting adversely on human rights. Each of the codes features about 300 articles and a great number of changes are being proposed but there are still provisions that do not comport with Vietnams obligations under the International Covenant on Civil and Political Rights and the Convention Against Torture. Vietnam is a party to both of those treaties. Last November Prof. Derby presented a paper at a conference in Vietnam on implementation of the Convention Against Torture which was published in a journal of the Ho Chi Minh City Law University. Vietnam is offering its summer program in Vietnam for its fifth year which is also the 20th anniversary of the establishment of diplomatic relations between the U.S. and Vietnam and the 40th anniversary of the fall of South Vietnam. and the Law. The conference took place in two sessions at the Law Center. One on June 20 2014 and the other on September 18 2014. The conference was co-sponsored by the Touro College of Health Sciences the New York Medical Colleges Center for Long Term Care Research and Policy and AARP. Professor Foley delivered the Closing Remarks at the first conference session as well as moderated a panel discussion on Aging and Disability. The conference brought participants expert information nationally and locally on analysis on the latest developments in the field. At the second conference session on September 18th Professor Foley along with Professor Sarah Adams-Schoen facilitated the Working Group on Livable Communities Land Use. Professor Foley was also a panelist in the conference Review of Findings. At this conference session participants joined in facilitated working sessions on innovative policy and regulatory change with the context of four areas Financing and long Term Care Workforce and Workforce Training Needs Livable Communities Land Use and Ethics. Professor Joan Foley was sworn in as Secretary to the Board of the Federal Bar Association - Eastern District of New York Chapter by US District Court Judge Joanna Seybert on October 6 2014 at the Central Islip Federal Courthouse. Professor Foley served as Facilitator for the Discussion by the Honorable Frederic Block US District Court Judge for the Eastern District of New York at the Law Center on October 28 2014. Professor Foley along with Professor Ann Nowak presented on Meeting the Needs of Todays Law Students Integrating Distance Learning into the Legal Writing Classroom at the Legal Writing Institutes One-Day Workshop at UConn School of Law Hartford CT on December 12 2014.
