Biography
Admitted to the bars of New York, the U.S. District Courts for the Southern and Eastern Districts of New York, the Second Circuit Court of Appeals, and the U.S. Supreme Court. After a brief time in private practice, Professor Brooks worked as an attorney with the New York State Mental Hygiene Legal Service. At Touro Law Center, he teaches Pre-Trial Litigation, Disability Law, and the Civil Rights Litigation Clinic, providing legal representation for mentally ill individuals. Professor Brooks has litigated numerous class action and other cases that have significantly broadened the rights of people diagnosed with mental illness, including Rivers v. Katz, 67 N.Y.2d 485 (1986).Download CV/Resume
